OVERVIEW

The Monitoring & Evaluation Cell (MEC) is an essential part of the Planning & Development Board, Government of Sindh, tasked with ensuring transparency, accountability, and efficiency in the execution of provincial development schemes. Established as a specialized unit to oversee the Annual Development Plan (ADP), MEC provides evidence-based insights through rigorous monitoring of financial and physical progress, identifies bottlenecks, and facilitates timely corrective interventions to optimize project outcomes.

MEC plays a central role in enhancing governance by leveraging modern technology and data-driven tools, including digital dashboards, real-time reporting systems, and a paperless monitoring framework. Its core responsibilities include tracking progress and outcomes of development schemes, compiling Monthly and Annual Reports, and coordinating with administrative departments, executing agencies and district governments. Through these activities, MEC strengthens decision-making, optimizes resource utilization, and ensures that development initiatives deliver tangible benefits to communities across Sindh.

Over the years, MEC has expanded its regional presence and technical capacity to further strengthen monitoring and evaluation systems. Through initiatives such as the ADP Progress Monitoring Dashboard, the digitization of project records, and integration with citizen-centric platforms, MEC continues to evolve as a knowledge-driven institution that supports evidence-based governance and promotes sustainable, impactful development for the citizens.
